Washington County Grand Jury indicts 19

MARIETTA — The Washington County Grand Jury indicted 19 people this week on charges ranging from drug trafficking to arson.

* Regis Dashan Adkins, 11140 Cheyenne Trail, Apt. 6, Parma; two first-degree felony counts of aggravated trafficking in drugs (methamphetamine), one first-degree felony count each of trafficking in and possession of a fentanyl-related compound and trafficking in and possession of cocaine and one third-degree felony count each of aggravated trafficking in and possession of drugs (meth), all from February. Four of the counts include a “major drug offender” specification, which, according to court documents, means they involve at least 300 grams of meth and 100 grams of fentanyl. There are also four specifications for forfeiture of money in a drug case. All of those charges come from incidents in February.

A separate indictment charges Adkins with four fifth-degree felony counts of assault related to attacks or attempted attacks on four correctional officers at the Washington County Jail on March 10. Each of those charges carries a criminal gang activity specification.

* Jared Robert Pierce, 26, 711 Main St., Sistersville; and Chelsea Marie Cochran, 41, 121 Warner St., Marietta; one fourth-degree felony count each of trafficking in a fentanyl-related compound and possession of a fentanyl-related compound from November 2023.

* Joshua Aaron Rathburn, 38, 27830 State Route 7, Marietta; third-degree felony illegal conveyance of drugs of abuse onto grounds of a specified governmental facility, fifth-degree felony aggravated possession of drugs and one second-degree misdemeanor count each of obstructing official business and resisting arrest from February.

* Kylar James Wilson, 20, 731 Greene St., Marietta; fourth-degree felony improperly handling firearms in a motor vehicle, fifth-degree felony obstructing official business and first-degree misdemeanor failure to comply with an order or signal of a police officer from August.

* Shylah Ann Leach, 33, 3281 Brownrigg Road, Waterford; one third-degree felony and one first-degree misdemeanor count of endangering children from August.

* Joel Patrick Bartimus, 30, 5055 Westland Road, Stockport; third-degree felony tampering with records and fifth-degree felony forgery from February 2023.

* Roger Lee Ward Jr., 46, last known address 1225 Weppler Road, Lowell; fourth-degree felony failure to appear as required by recognizance on Sept. 12.

* Nora R. Gordon, 24, 831 Quincy St., Parkersburg; fourth-degree felony failure to appear as required by recognizance on Sept. 16.

* Jason Lamonte Nugent, 50, last known address 7277 Elizabethtown Road, Leitchfield, Ky.; fourth-degree felony receiving stolen property, fifth-degree felony receiving stolen property and first-degree misdemeanor petty theft from April 2019.

* Stephen Andy Maynard, 48, 367 Old Field Branch, Williamson, W.Va.; fifth-degree felony aggravated possession of drugs from November 2022.

* James C. Mitchell, 32, 48128 State Highway 194 E, Majestic, Ky.; fifth-degree felony identity fraud from July 2023. Co-defendant Jasmine R. Coleman, 36, 204 Chapman Fork, Majestic; fifth-degree felony aggravated possession of drugs from July 2023.

* Jassandra Collette Johnston, 43, 630 Pearl St. Ext., Marietta; three third-degree felony counts of tampering with evidence from Sept. 16-17.

* Ricardo Solorzano-Pascual, 48,129 Franklin St., Marietta; one third-degree felony county of intimidation, fourth-degree felony counts of arson and assault, two fifth-degree felony counts of attempted arson, one first-degree misdemeanor count of arson and one fifth-degree felony count each of vandalism, possessing criminal tools and obstructing official business from August.

* Sheila Jo Wogan, 43, 5626 Wogan Road, Chesterhill; one third-degree felony count of aggravated theft from January 2019 through December 2021.

* Joshua David Fortney, 49, 102 State St., Marietta; two third-degree felony counts of having weapons while under disability and two first-degree misdemeanor counts of endangering children from Sept. 9.

* Epiphany Alice Barnhouse, 540 Main St., Apt. 1, Waterford; one fourth-degree felony count of unlawful sexual conduct with a minor, one fifth-degree felony count of importuning and one fifth-degree felony count of illegal use of minor or impaired person in nudity-oriented material or performance from May.

* Barry Daniel Rife, 52, 1008 Blennerhassett Ave., Belpre; one fifth-degree felony count of theft from a person in a protected class from August.
